PROBLEM TO BE SOLVED: To provide an industrially advantageous method of manufacturing an aqueous solution of 3-chloro-2-hydroxypropyltrimethylammonium chloride suppressing production of by-products, easy to control reaction, low in energy consumption in a process manufacturing the aqueous solution by adding epichlorohydrin to an aqueous solution of a mixture of hydrochloric acid and trimethylamine and reacting them.;SOLUTION: The aqueous solution is obtained by adding and reacting epichlorohydrin to an aqueous solution of hydrochloric acid and trimethylamine of pH ≤8 while keeping the temperature at 15-20°C and then aging at 25-30°C.;COPYRIGHT: (C)2001,JPO
