PROBLEM TO BE SOLVED: To enable steady and efficient processing an excess hydrogen generated in the transition period of a fuel cell electric vehicle which is comprised of a reform type fuel cell system. SOLUTION: When a load change occurs, in which the load for a fuel cell electric vehicle is decreased, and the amount of load change exceeds the prescribed value, an output command value to a fuel cell 6 is lowered, and the excessive reform fuel gas in the fuel cell 6 is increased. The excess moisture generated in the fuel cell 6 is discharged by the excess reform fuel gas, which is increased in the fuel cell 6.
