PROBLEM TO BE SOLVED: To obtain a fertilizer and a soil conditioner which are useful for rice farming and the like by preparing an amorphous inorganic composition which has a specified elution ratio of total SiO2 into a citric acid buffer solution having a specified concentration of the citric acid and has a specified chemical shift value and a specified half band width at the time of measuring NMR-29Si.
