PROBLEM TO BE SOLVED: To obtain a material for a greening substrate capable of effectively utilizing a woody material such as wood chips or sawdust and improving the germination and growth of plants and to provide a method of construction for the greening substrate. SOLUTION: This greening substrate is obtained by mixing an organic material containing a germination and growth inhibitor and having a high carbon ratio with an organic material having a low carbon ratio without containing the germination and growth inhibitor.
