PROBLEM TO BE SOLVED: To support business planning by storing plural pay models at different pay rise speeds, selecting the application pay model of each member composing an enterprise on the basis of personnel information, and predicting a pay fund to be required in future on the basis of this application pay model. SOLUTION: A pay model storage means 10 stores plural pay models to be applied to employees. An application model determining means 11 inputs enterprise information and personnel information related to respective employees composing the enterprise, selects and stores the pay model to be applied to every employee while referring to the pay model storage means 10. While referring to the application model determining means 11, a pay fund predicting means 12 calculates the pay of every employee after the lapse of a prescribed period on the basis of the pay model stored for every employee and adds the pay concerning all the employees so that a pay fund predictive value after the lapse of the prescribed period can be calculated and outputted.
