PROBLEM TO BE SOLVED: To provide the protection means of gate input, where the number of antenna diodes has been reduced for improving the performance of an integrated circuit(IC) regarding speed and the amount of power consumption. SOLUTION: By checking a metal layer and the segment of a plurality of metal layers under the metal layer, the presence of the segment of mutual wiring to gate input that is not connected to the output of a signal source is confirmed. For mutual wiring that is not connected to the signal source, a ratio which is expressed as the relationship between a gate region and a mutual wiring region is determined, and it is decided whether the number of antenna diodes that already exist or the number of antenna diodes to be added later is to be reduced is determined, based on the number of antenna diodes being mounted to the segment of the mutual wiring, in the comparison with the upper limit of the ratio. Once the determination is made, the number of antenna diodes related to the gate input is adjusted by eliminating the antenna diode or the number of antenna diodes to be added.
