PROBLEM TO BE SOLVED: To eliminate the need for a large amount of labor and cost required for a material and its treatment because a consolidated fluid as a large amount of industrial waste is discharged with anchor construction works. ;SOLUTION: A mounting material 11 composed of a steel wire or the like is inserted into the casing unit pipe 2 after excavation in fixed depth by the casing unit pipe, a packer device 13 is installed at the rear end of the material 11, packers 12 are shrunk, and a consolidated fluid S is squeezs-pumped into the casing unit pipe 2 from a supply inlet 10, pulling out the casing unit pipe 2 gradually, and pressure-grouted into a drilled pit. Air is squeeze-pumped into the casing unit pipe 2 from the supply inlet 10 under the state in which the casing unit pipe 2 is pulled out from a pit-port cutoff device 5 by one unit pipe 2', the consolidated fluid S is pushed in, the packers 12 are expanded to close the end section of the casing unit pipe 2, and the casing unit pipe 2' at the rear of the end section of the pipe 2 is detached and removed.
