PROBLEM TO BE SOLVED: To detect a section wherein electric field intensity is low with high precision. SOLUTION: An on-vehicle system 1 is mounted on a moving body. A measuring receiver 12 receives a radio wave through an antenna 1 and measures its electric field intensity. A pulse converter 16 generates a trigger pulse signal which indicates that the moving body moves by a specific distance from an axle pulse signal which is supplied from an axle speed meter 14 and has pulse intervals corresponding to the speed of the moving body. An electric field intensity recording device 17 records the electric field intensity supplied from the measuring receiver 12 at intervals of the specific distance according to the trigger pulse signal. A kilometer distance correction part 21 finds the actual distance by which the moving body actually moves from when the recording device 17 records the electric field intensity to when the device records next electric field intensity and an electric field intensity analysis part 22 decides whether or not the electric field intensity is larger than previously set reference intensity and finds the position of a weak electric field point where electric field intensity decided as intensity below the reference intensity is measured.
