PROBLEM TO BE SOLVED: To target a transcription factor which is a suitable target for squelching by a double-stranded nucleic acid having a specific sequence for regulating the transcription in a vascular cell, etc., such as an endothelial and a smooth muscle cells and binding the transcription factor. SOLUTION: This method for regulating the transcription of one or more genes in a vascular or a cardiac cell comprises a stage of bringing the cell into contact with a composition comprising one or more double-stranded nucleic acids sequence-specifically bindable to the transcription factor AP-1 and/or CCAAT/enhancer-binding protein (C/EBP) or the related transcription factor. The endothelial cell is a part of a blood vessel or a blood vessel graft. The blood vessel graft is brought into contact with the composition in vivo or ex vivo.
