PROBLEM TO BE SOLVED: To simply accurately evaluate the performance of a fuel cell. SOLUTION: After an electrode catalyst sample S is placed on a sample placement board 110, a hydrogen gas of 80 degrees C is distributed in a sample storage device 100 via a hydrogen gas supply device 200 for 15 minutes. Then, a 100% carbon monoxide gas is pulse-injected into the sample storage device 100 via a carbon monoxide gas supply device 300 for detecting the amount of carbon monoxide gas exhausted by a carbon monoxide gas detector 400. A processor 600 calculates the amount of carbon monoxide gas adsorbed into the electrode catalyst sample S by subtracting the detected amount of carbon monoxide gas from the supplied amount of carbon monoxide gas and calculates the output voltage of the fuel cell from a correlation between the calculated amount of carbon monoxide gas adsorbed into the electrode catalyst and the output voltage of the fuel cell.
