PROBLEM TO BE SOLVED: To obtain a very durable sleeper by reclaiming and reusing an old sleeper which is discarded as industrial waste.;SOLUTION: An existing buried plug 2 embedded for attaching a fixing member for the sleeper is scraped out by a boring drill 3 and a bore hole 4 is made, the inside of this bore hole 4 is filled up with a resin adhesive, the adhesive is uniformly agitated by a stirring jig, a fixing rod of a banderole 5 is fitted into the bore hole before the resin adhesive is hardened, the banderole 5 is embedded and fixed, a clip 6 is attached after the resin adhesive has hardened, the sleeper is fastened to the rail, thereby constituting a sleeper reinforced with banderole.;COPYRIGHT: (C)2001,JPO
