PROBLEM TO BE SOLVED: To provide a method for dividing an upstream time slot.;SOLUTION: Permission TEA1, TEA2,..., TEA16 related to one of plurality of network terminating devices are included in a predefined place in a downstream data packet, and when the network terminating device receives its own permission and recognizes it, upstream data packet is entered in a predefined upstream time slot and transmitted. When the terminating device is a lower network terminating device and the predefined place is the first place, the upstream data packet entered in a lower time slot and transmitted. When the terminating device is a higher network terminating device and the predefined place is the first place, the upstream data packet is entered in a higher time slot being one of a plurality of sub slots that are the prescribed number of sub slots, included in the predefined upstream time slot and transmitted.
