Bank main and branch offices are directly and automatically linked to respective card number file groups 1A, 1B, 1C, 1D, 1E,... in bank card number comprehensive management devices of offices themselves by signal transmission and reception between the hub bank card center system and bank main and branch offices, thus executing card issue services. Domestic bank main and branch offices take out card numbers of service tied-up foreign banks in a foreign hub bank card center system and transmit and receive card data through the hub bank card center system.
