PROBLEM TO BE SOLVED: To accelerate the area division of a moving image frame to be at a high speed.;SOLUTION: A scene change detector 12 detects a scene change from an input frame and a reference frame. A cell generator 14 calculates a motion vector about each block of the input frame and generates a cell by making the cell correspond to the block. An initial divider 16 sets the initial value of an area label in the cell generated by the generator 14 and sets a cluster corresponding to the area. When a scene is not changed, the divider 16 initialized the area label of each cell by referring to the area division results of the preceding frame. A probability computer 18 calculates probability P in which each cell belongs to each cluster, and a state value deciding device 20 selects the cluster in which the probability P of each cell takes a maximum value and defines the cluster number of the selected cluster as the area label of the cell. The processing of the computer 18 and the device 20 is repeated until the ratio of cells in which the value of an area label is changed surpasses a preliminarily defined ration. A division result output device 22 outputs division results according to the area label of the cell.;COPYRIGHT: (C)2001,JPO
