PROBLEM TO BE SOLVED: To provide a closed-cycle power system and a moving body that both incorporate a high-performance plasma reactor capable of generating a hydrogen-enriched synthetic fuel from a hydrocarbon fuel and water instantaneously on demand. ;SOLUTION: A plasma reactor 16 reacts a hydrocarbon fuel and water to generate a hydrogen-enriched fuel and passes it to an engine 20, which in turn drives a generator 22 whose output is partly fed to a plasma power source 14 and dominantly used to actuate an electric motor 112 or drive driving wheels 114. The exhaust of the engine 20 is condensed in a heat exchanger 24, and the condensate is circulated by a high-pressure pump 32 to the plasma reactor 16 and a combustor 12 to form a closed loop.;COPYRIGHT: (C)2001,JPO
