PROBLEM TO BE SOLVED: To improve test accuracy by controlling independently movable wings that are oscillated individually so that an angle is obtained through a specific expression by using the power spectrum of the crosswise wind speed, the crosswise coherence, and the phase function of natural wind.;SOLUTION: Wings 30 in the width wise direction 17 are configured in an independently movable wing row device 40 by respective drive devices 39. The crosswise wind speed power spectrum of natural wind, the crosswise coherence, and the phase function are inputted to a calculation control device 41, weight coefficients are obtained from an expression, and the angle of each wing 30 can be obtained at an arbitrary time using each drive device 39. The drive device 39 rocks each wing 30 to a calculated angle by the voltage conversion output of the drive waveform. In the expression, the left side is the fin angle (v) at time (t) at a point (i), the first summation on the right side is the sum over the first hour to the m-th hour in the pest the second summation on the right side is the sum of linear combination from point (l) to point (k) Aij (m) is a weight coefficient related to wind speed for the difference of m hours between the point (i) and the point (j), and εi(t) is the random wind component included in the wind speed at the time (t) at the point (i).;COPYRIGHT: (C)2001,JPO
