PROBLEM TO BE SOLVED: To evade the occurrence of a loss owing to shortage in change bills and to eliminate impossible discharge when the change bills are held by setting the number of the held bills in the case of replenishing small denomination bills for change and checking the total of the max. necessary numbers of the change bills whenever a large denomination bill is put in. SOLUTION: A control part 3 designates the number of the held bills from an input/output part 2 and stores it when the small denomination bills for change are replenished to a cash collecting mechanism part 4 before starting a transaction concerning change bill management at the time of treating the large denomination bills. Then it is checked whether the total of the max. necessary numbers of the small denomination change bills exceeds the number of the held bills or not whenever the large denomination bill is put in from the cash collecting mechanism part 4 by a transaction other side during one transaction after starting the transaction. when it exceeds the number of the held bills, the put-in large denomination bill is finally discharged by indicating it to the mechanism part 4. Thus, the number of the held bills is normally and correctly grasped, the loss is eliminated in the transaction other side and also the occurrence of a case that the transaction is impossible in spite of the existence of =required number of bills, is evaded.
