PROBLEM TO BE SOLVED: To lessen the burden to a defoaming machine and to facilitate discharge by forming agitating flow in a treating vessel by utilization of an ascending flow in a fixed air lift pipe and constituting a defoaming mechanism of a stationary type. SOLUTION: This apparatus consists of an air diffusion means 2 which releases air approximately upward from near the bottom of the treating vessel 1, the air lift pipe 3 which is arranged with a bottom end opening 30 so as to be put apart a prescribed spacing on an upward facing release port 22 m of the air diffusion means 2 and is arranged to be exposed and erected on the storage surface S of a top end opening 31, a center wall 4 which is arranged annularly on the outer side of the air lift pipe 3 and is arranged with a top end opening 40 above the top end opening 31 of the air lift pipe 3, umbrella-like flow splitting disks 5 which are put on the center well 4 to cover the center well like umbrellas in the position above the top end opening 40 of the well and have apertures in their central parts, a cap disk 6 which is arranged in superposition on the upper lever of flow splitting disks 5 and a deforming machine 8 which is communicated with the ceiling space of the treating vessel above the cap disk 6.
