PROBLEM TO BE SOLVED: To prevent the damage of heterocapsa red tides which exert damage on bivalves by supplying seawater containing the red tides to the inner peripheral surface of the upper part of a cylindrical container under impartation of centrifugal force and subjecting the seawater to a treatment to rapidly decelerate the seawater, then supplying the treated water to the circumferences of culture rafts. SOLUTION: The seawater containing the heterocapsa to form the red tides flows into the treatment cylinder 20 from an inflow pipe 3 from its tangent direction to form vortex-like flow. The seawater is passed through respective apertures 21 and are accelerated to form rotating vortexes which are then made to descend. The centrifugal force is acted on the heterocapsa during this process and the heterocapsa is partly brought into collision against the inside wall of the treatment cylinder 20, by which the flakes and shells on the surface of the heterocapsa are removed. The seawater is slowly settled together along the inner wall of the treatment cylinder 20 with the heterocapsa made spherical and is accumulated in a foreign matter housing chamber 26, from which the seawater is returned to the seawater around the culture rafts from a discharge port 27.
