PROBLEM TO BE SOLVED: To provide a method and a device which can automatically prepare a knowledge base without the intervention of manual aid, also generate an answer sentence and respond and to provide a medium on which a program is recorded. SOLUTION: A dialog monitoring part 8 monitors the number of users and a speech frequency, in the case the number of users and the speech frequency are equal to or less than a fixed value, an instruction making an answer sentence generated is issued to an answer sentence generating part 6 that should be set to an dialog mode, when a query sentence is detected, a corresponding answer sentence is generated by using a dialog analysis database 5, in the other cases, the instruction making dialog analyzed is issued to an dialog analyzing part 4 that should be set to a learning mode, the query sentence and its answer sentence are collected from speech between users with each other and they are stored in the dialog analysis database 5 as a dialog pair.
