The invention provides a secure system of workflow and document management utilizing a central data repository for storing and accessing the work objects and documents (1200). The work objects have defined data groups and business processes and can have supporting documents attached or linked. The supporting documents are stored independently from the work objects within the central data repository. The use of the central repository and work objects with defined business processes allows multiple users or organizations (1201, 1202, 1209, 1203) to access the central data repository and interact with all or parts of the work objects or documents. The invention has particular use in an online automated permit application system where contractors can create and submit permits and jurisdictions can subsequently review, approve or reject, collect fees, and maintain records of the permit applications.
