An SOH (101) of an SDH (SONET) transmission frame is terminated/added on the sender- and receiver-side transmitters and the information in the other regions (102, 103) including the administration pointer (102) is divided into ATM cells evenly at the sending-side transmitter (3 or 4) and the ATM cells are transmitted into an ATM network (2). The ATM cells are reconstructed to the original state at the receiver-side transmitter (4 or 3), thereby to maintain, operate and administrate the lines (sections) independently before and after the ATM network and to realize the processing (ATM-cellulation/reconstruction) independently of the difference between the administration pointer (102) and the payload (103) and the number of path signals (104) multiplexed in the payload (103).
