The system embodiment comprises an integrated software-based system comprising a common spatial database (134), a clearinghouse hub, and a plurality of spatial decision-making and land-use planning software modules (220, 230, 250), wherein modifications to land-use scenarios in one software module are immediately reflected in other modules.
