Continuously, An axis(22) is revolved, and an impeller(21) is revolved. So, water is pulled up in the direction of F. Therefore, water is circulated, and oxygen is supplied fairly. When wind is strong, a head of a second control plate is rising by a primary control plate. Then, wind force to drive the driving part is decreased.
