PURPOSE: A thermal energy storage system and heating system utilizing phase changing material is provided, in which a plurality of thermal energy storage panels are arranged to be attachable/detachable to/from the thermal energy storage tank, to thereby allow mounting and replacement work to be easily performed and maximize heat efficiency. CONSTITUTION: A thermal energy storage system comprises an inner box(12) having an open upper portion; a thermal energy storage panel(20) made up of a metallic material and which is disposed within the inner box; diaphragms arranged in vertical and horizontal directions within the thermal energy storage panel so as to form a plurality of cells encapsulated with a thermal energy storage material; guide ribs arranged to be attachable/detachable to/from the inner box and which forms a fluid passage for heat exchange between thermal energy storage panels; a frame arranged at both ends of the thermal energy storage panel so as to be coupled to the guide rib; an outer box(11) surrounding the inner box; a heat insulation material(13) encapsulated between the inner box and the outer box; a thermal energy storage tank(10) having a cover(50) for opening/closing the inner box; an upper chamber(10a) and a lower chamber(10b) formed on the beneath the inner box and the thermal energy storage panel and which are communicated to the fluid passage; and a support plate(40) mounted in the inner box so as to support the thermal energy storage panel and which has a hole(40a) communicated to the fluid passage.
