PURPOSE: A method for assigning resources in hand-off of the next generation mobile telecommunication capable of providing an Internet service is provided to provide the smooth Internet service by appropriately processing hand-off according to the available channel and bandwidth amount. CONSTITUTION: If hand-off is generated(S11), a resource management block judges whether a channel exists to be assigned between a mobile station and a RNC(S13). If exists, the resource management block assigns the channel to the mobile station. If not exists, the resource management block transmits a standby signal to the inner IUSCF(IMT-2000 User Signaling Control Function) block so that the IUSCF block stands by call process. The resource management block continuously searches whether the assignable channel exists(S16,S17). If exists, the resource management block assigns the channel to the mobile station. If the channel is assigned, the resource management block notifies the channel assigned to the IUSCF block(S19). The resource management block judges whether available bandwidth to grant to the assigned channel exists(S20). If exists, the resource management block grants the bandwidth to perform an Internet service to the corresponding channel and provides the bandwidth amount to the IUSCF block. If not exist, the resource management block judges whether available resource is generated by stopping communication of the other mobile station. If the available resource is not generated within a predetermined period, the resource management block judges whether the minimum resource necessary for performing the Internet service exists. If exists, the resource management block calculates and assigns necessary minimum available bandwidth amount and provides the assigned minimum variable bandwidth amount to the IUSCF block. If the available bandwidth is less than the minimum amount, the resource management block reports the failure of the hand-off to the IUSCF block.
