PURPOSE: A method for designing a backbone network for packet and frame relay service is provided to efficiently determine optimized link volume by reducing the possibility of repetition. CONSTITUTION: A local office(4) is clustered to a gateway office for determining topology and link volume between the local office and the gateway office. Total quantity of traffic flows into the gateway from the local office is calculated. A local gateway office(3) is clustered to a center gateway office(2) for determining topology and link volume between the local gateway office(3) and the center gateway office(2). Topology and link volume between the center gateway offices(2) are determined. Exchangers as many as the number of clustered within offices by gateway offices, and topology and link volume between the exchangers are determined. Transmission link volume to a passport exchanger(5) of a whole network is optimized.
