PURPOSE: An integrally energy saving constant temperature and humidity device and a method thereof are provided to humidify, heat and dehumidify with high-temperature and high-pressure heat source from a compressor, and to reduce energy dissipation without an additional electric heater. CONSTITUTION: A constant temperature and humidity apparatus is composed of a refrigerant expander, a compressor(10), a condenser and an outer air compensator. High temperature and pressure refrigerant gas is moved from the compressor through a coil heat exchanger to heat water in a compensating water tank of a humidifier(38). Cool air flows from a cooling coil(16) through a hot gas reheat coil(17) to heat or dehumidify the cool air. A hot gas reheat coil solenoid valve is parallel connected to a hot gas bypass solenoid valve to condense at a condensing coil(11) without passing through the hot gas reheat coil. Cooling, humidification, dehumidifying and heating are operated selectively with controlling the solenoid valves. A main control inverter regulates RPM of a condensing blower motor by detecting pressure of a refrigerant circulation pipe to condense the refrigerant efficiently. The outer air compensator keeps the constant temperature and pressure of the condensed refrigerant according to changes of air temperature.
