The present invention relates to a system for reducing the number of frequency and time hypersyses required to obtain an access transmission in a phase communication system. By reducing the number of required hypersyses, the amount of hardware required to obtain an access transmission is reduced. The method of the present invention reduces the number of hyperseconds required by reducing the range of access transmission frequency and time values. The range of possible frequency and time values is reduced by determining the frequency and time uncertainty over each phase beam rather than the total satellite footprint.
