PURPOSE: A notice board, a scribbling board, an on-line communication chatting scribbling board service and method thereof is provided to efficiently perform mutual communication by enabling a plurality of users to share information on scribbling pictures using an existing cable network including LAN, and by enabling the users to enjoy scribbling on line in real time using an electronic pen. CONSTITUTION: A guidance and a message for becoming a member is displayed on a window(918). An open service, an ID, a password, an e-mail address are given to a participant(920). The participant as a person interested in the same subject inputs the ID, the password(922). In case that the participant is permitted to enter into a site, it is judged whether the participant closes catalogs of associations of like-minded persons(925). The participant makes the participant's options of a notice board, a chatting scribbling board, a camera and a microphone(928). In case of selecting the option of the chatting scribbling board, the participant inputs a name and a password of the chatting scribbling board(932).
