The present invention relates to a multiple management function for a network manager and an operation management method of multiple agents in a telecommunications management network. Looking at the method, it initializes routing table of network manager and manager as same. The network manager waits for a message to be received and then analyzes the source of the message. If the source is the user interface of the network manager, the corresponding process is created for each management function group, and then the SAP value for each layer is inserted into the header in the corresponding process and delivered to the manager through the network, and then the message is waited for reception. If the above-mentioned source is an administrator, when a message arrives from the network, the corresponding process is found by referring to the SAP value in the header for each layer, the message is delivered to the found process, and the message is waited to be received. Accordingly, the present invention provides a management method capable of simultaneously operating a plurality of functional groups for a plurality of managers, thereby increasing the scalability and reliability of the management network to minimize data loss.
