FIELD: processing of oxidized technologically rebellious raw materials, particularly, processing of coal combustion ash-slag wastes to recover rare-earth and radioactive metals. SUBSTANCE: method includes preparation of pulp from ash-slag wastes and sulfuric acid solution; treatment of pulp in electrolyzer cathode zone under conditions assisting in hydrogen liberation on cathode. Pulp is prepared unit S:L=1:(5-10) and sulfuric acid solution, with concentration of 50-300 g/l. Electroleaching is carried out for 0.25-1.5 h with cathode current density of 0.5-5.0 mA/sq.cm and temperature of 18-80 C.
