Surprisingly, phase change materials (PCM) can be largely absorbed in a porous carrier material, preferably light aggregate material, and can be held permanently in the carrier material when this is encapsulated in an envelope. A laminate system for hot or cold storage comprising one or more PCM in the pores of a porous carrier material is new. The carrier material is an open pore, foam- or sponge-like, or water absorbing, partially or completely filled mainly with mineral material, together with an organic or inorganic fused storage material. The laminate system has an envelope of organic or inorganic material, and the PCM is permanently enveloped. Independent claims are included for: (1) preparation of a laminate system in which the PCM is introduced in liquid form into the carrier material by vacuum impregnation, the carrier material is evacuated, and is combined with the liquid PCM in a container, so that the liquid PCM is absorbed into the carrier material; (2) an enveloping material comprising one or more of: a hydraulic binder, water glass, silicate, silicone, starch, resin, teflon, epoxy resin, or combinations of these.
