Production of electrical energy comprises working up organic waste material into liquid fuel by thermal cracking high molecular hydrocarbons; heating a heat carrier oil with the liquid fuel in a heater; and vaporizing an organic working liquid from a thermoelectric generator with the heated carrier oil in a vaporizer so that the organic vapor drives a turbine connected to a generator and the waste vapor is liquefied in a condenser and fed to the vaporizer. AN Independent claim is also included for an apparatus for producing electrical energy and waste heat comprising a waste preparation device (1), a heat carrier oil heater (2), and a thermoelectric generator with a vaporizer (4), a turbine (6) connected to a turbogenerator (5), a condenser (7) and a pump (8) for recycling the organic liquid to the vaporizer. Preferred Features: Cracking is carried out in a mixing screw while mixing with a solid inert material such as quartz sand or slag. The inert material has a temperature of 450-650 deg C.
