The gas-containing layer is enclosed in a plane running between the covering layers on its whole periphery by a sealing frame (8). A through-hole (10) is provided between the gas-containing layer and the surroundings of at least one covering layer for the exchange of air. Preferred Features: An electrical conductor (13) runs through the through-hole to supply current. The free diameter of the through-hole is larger than the thickness of the gas-containing layer. The through-hole has a diameter of at least 0.5 mm.
