The device has multi-vane rotors (3) rotating in a closed static circular cylinder (1) with inlet and outlet slots (8), driven by wind pressure so as to drive electric motors. The curvature of the cylinder causes an acceleration of the wind pressure in accordance with the Bernoulli principle. The rotor can drive a generator (13a) at either end via extensions through the cylinder end covers.
