Apparatus for treating I.C. engine exhaust gases comprises an injector (10); a valve (20) for blocking cooling water flowing into the cylinder head; an exhaust manifold (30) for increasing the flowability of the exhaust gas; a catalyst for raising the activity of a catalyst under a high load operation at low temperatures; a hydrocarbon-absorber-catalyst (50) for removing the hydrocarbon component from the exhaust gas; and an electrically heated catalyst and a light-off catalyst for removing the hydrocarbon component at high temperatures. Preferred Features: One end of the exhaust manifold has a semi-circular structure to raise the flowability of the fuel.
