The cooling water controller has a forward flow pipe (1) with a connected flow measurement device (2) and a section with no branches, gaps or joints enabling a laminar flow to be set up. The flow measurement device is arranged in the laminar flow region and only penetrate into the edge region of the laminar flow region. The flow measurement device is connected to the pipe with the aid of a conical sealing thread. Independent claims are also included for the following: a method of controlling a switching device with the aid of a cooling water controller.
