Assignment method has minimum number of frequency blocks assigned to different terrestrial regions, A number of sets of radio programmes obtained from list are multiplexed. Multiplex signals represented by matrix used for determining relative spacing of pair of terrestrial regions and assignment of the frequency blocks. Stochastic optimization algorithm used to determine configuration using minimum number of frequency blocks. The regions using the same frequency block have a minimum relative spacing dependent on the radio band of the radio frequency spectrum and the terrestrial signal propagation characteristics.
