Sensors (22A,22B and 16A,16B) detect opening of accelerator and throttle (12) respectively, based on which deviation is computed. The deviation is compensated for regulating actuator (20) for throttle opening. A fail safe device stops power supply to actuator when abnormality is detected. A limitation device limits the number of air cylinders for which fuel supply is suspended, as per preset condition. The fail safe device limits the upper limit opening of throttle valve below preset value when abnormality is detected. A cylinder control device controls fuel supply to air cylinders.
