A character candidate area detector circuit (1) detects a character candidate area from the image data, while a skin area detector circuit (2) detects the skin area near the detected character candidate area. An area judging circuit (3) evaluates the area that simultaneously fulfills the conditions set forth by both detector circuits, to determine the character area containing a drawing area. A character processor (4) processes the image data of the character area, while a drawings processor (5) processes the drawing area. A selector (6) chooses either the character or drawing processor based on the decision result.
