The traffic congestion detection device has a global positioning satellite receiver (14), coupled via an interface (6), to an evaluation device (4), for regular reception of position data , a second interface (8) of the evaluation device receiving vehicle velocity data and a third interface (10) coupled to a GSM transceiver (26). The measured vehicle velocity is compared with a velocity limit determined in dependence on the stored position data, with measurement of the duration for which the velocity is below the velocity limit, for transmitting the vehicle position and its travel direction to a central control (74) when a given time duration is exceeded. An Independent claim for a traffic congestion detection method is also included.
