The layer (6) is a hydrophobic polymer. A unit (15) spreads a liquid film (14) over the surface of the layer. An array of pin electrodes (13) dips into the film. Pins are connected selectively to a voltage source (19), to form the required image. Preferred Features: The layer is a polymer applied to the surface of a cylinder (1). The electrically-conductive cylinder is connected to one pole of the voltage source. The coating is provided by a sprayer for sodium chloride or water. The voltage source is AC or DC. A wet or a dry offset plate is produced. In the plain state (before producing the image) the respective surface tensions of the layer are 35 nMm-1 and 18 nMm-1.
