A neutral mode judging unit (132) adjudges whether a pair of clutches are in neutral mode 1 or in a neutral mode 2. If neutral mode 1 is adjudged a synchronous control unit (140) synchronizes rotation of the clutch pair. When adjudged as neutral mode 2, a synchronous control unit (142) synchronous rotation of clutch pair. The two clutches transmit power from an engine and a motor generator respectively.
