The system uses a locally generated clock signal to enable data recovery from a variety of data flow rates. The optical receiver includes an opto-electronic converter (10) converting the optical input signal into an electrical signal. A bit flow identification unit (50) then carries out an exclusive-or operation on the electrical signal received from the converter and a delayed signal with a predetermined input time. The flow of bits is detected as a result of the exclusive-or operation. A clock signal generator (60) generates the reference clock signal as a function of the detected flow of bits, and a data and clock recovery circuit recovers the two signal components (clock and data) from the input signal as a function of the reference clock signal.
