An input shaft (18) has toothed sectors (26,28,30,32,34) of varying radius and angular width. As the input shaft turns the sectors engage with similar toothed sectors (37,38) mounted on an output shaft (20) either directly or through intermediate toothed wheels (42,44). The output shaft operates a valve through a cable (40) imparting opening and closing motions at different speeds.
