PROBLEM TO BE SOLVED: To make it possible to form a coat without adversely affecting the transparency, design properties and hydrophilic properties of the surface of an existing base material by applying a photocatalytic-hydrophilic coating liquid and curing it after cleaning the surface of the base material. ;SOLUTION: A masking treatment is performed on the periphery of a coated part and a cloth impregnated with a cleaning agent is used to clean the surface of a base material to remove a soil. This cleaning agent to be used is a surfactant, an acid and an alkali. Next, the residual cleaning agent sticking to the surface of the base material is removed with a cloth moistened with water. Further, the moisture is wiped off with a wiper or a dry cloth and a photocatalytic-hydrophilic coating liquid is applied to the surface of the base material and then is cured. The coating liquid contains a photocatalytic particle as an essential element and can contain a thermosetting resin so that it firmly sticks to the surface of the base material at a low temperature ranging from a normal temperature level to about 150°C. A silicone resin is preferably used from a viewpoint of light-resistant, catalytic oxidation and light resistance. Thus it is possible to eliminate the possibilities that transparency might be deteriorated by the adverse effects of a soil on the surface of the existing base material.;COPYRIGHT: (C)1998,JPO
