PROBLEM TO BE SOLVED: To lessen the processing load by extracting an isolated high luminance point in the image of a synthetic aperture radar(SAR) mounted on a flying object and then detecting the variation of topography using it thereby eliminating the processing of entire image. SOLUTION: An antenna 1 radiates an outputted 3 radio wave and receives a reflected signal from a target 10 on the ground. The received signal is subjected to receiving processing 3 and inputted to an image processing section 4 where an SAR image is reproduced from the outputted 3 receiving video signal to produce an SAR image data where the geometrical distortion is corrected. An isolated high luminance point extracting section 14 compares an inputted SAR image with a threshold value for each minimum decomposed pixel and extracts an isolated high luminance point in a set region. A switching section 15 delivers an outputted 14 data to a data base 19 at the time of normal observation and to a map difference section 16 at the time of observing topographic variation. The difference section 16 compares previous topographic information 19 with current topographic information 14 and determines 17 an estimated generating region of detected topographic variation. Since an isolated high luminance point is extracted, processing of entire pixel is not required.
