PROBLEM TO BE SOLVED: To provide a VoIP network congestion control method and system device capable of realizing efficient congestion control.;SOLUTION: This system device is provided with a traffic collecting device 11 for outputting a traffic data signal related with traffic from each telephone network 1a, 1d, and 1e to an IP network 2; a packet flow rate measuring device 21 for outputting the packet flow rate measured data of each path of the IP network 2; a congestion management device 7 for storing the inter-network edge gateway traffic distribution of each path based on the traffic data signal, for judging whether or not each path is put into a congesting state based on the packet flow rate measured data, and for generating a regulation instruction signal for regulating the inter-network edge gateway traffic constituting the maximum element in the stored traffic distribution for each path; and a congestion regulating device 12 for regulating the congestion of the path by preventing the inter-network edge gateway traffic from flowing to the IP network 2 based on the regulation instruction signal.;COPYRIGHT: (C)2002,JPO
