PURPOSE: To set an adequate control method corresponding to a system condition and a fault condition while establishing cooperation of a plurality of power system stabilizing apparatus. ;CONSTITUTION: A system inf ormation input means 11 catches a system information and a system condition deciding means 13 decides the system condition. A device running condition input means 12 catches running conditions of stabilizing devices. A control method deciding means determines a control method, considering the system conditions and device running conditions. At the time of deciding the control method, a fluctuation mode analyzing means 15 analyzes fluctuation mode of each point on the basis of the time response waveform, a control share setting means 16 decides control share of each device based on the fluctuation mode and a control parameter setting means 17 sets control parameter of each device on the basis of the control share. When a plurality of control methods are provided, these are evaluated by an intrinsice value or time application simulation to select the optimum method.
